Job Description:
Job Summary:Working under the supervision of the Director of
Learning and Workforce Development, this position is responsible
for directing workforce projects and managing the team. Provides
guidance for and implementation within the learning and workforce
development programming framework, government policies and
compliance, and building and supporting staff serving communities
and participants in apprenticeship, justice and opportunity youth
programming. Works with a team to ensure continued high performance
and responsiveness to changing needs and opportunities for
populations in underinvested communities. Supports strategic
planning and business development with a focus on US government,
corporate and foundation funding sources to continue positioning
NIWL as a leader in workforce, justice, and positive youth
development.Accountabilities:
- Provide leadership, performance and budget oversight, and
management support of an array of existing Department of Labor and
Justice projects, ensuring strategically coherent project
direction, well-managed growth, and compliance with funder
regulations.
- Continually seek out ways to build the capacities of the
project team members, individually and collectively and to build
the capacities of the non-profit organizations we provide funding
and technical assistance to.
- Coordinate with other members of the leadership and management
team on appropriate management, compliance, and performance
standards, as well as effective systems for budget management,
knowledge management, research, and best practices associated with
the projects.
- Support programming staff to collect, document and disseminate
lessons learned and best practices, incorporating these into new
project designs.
- Lead proposal and development efforts for sustainable NIWL
growth, proactively identifying opportunities for new programming
initiatives and increase the funder base.
- Monitor and provide technical assistance and leadership of
executed contracts within the workforce development department.
Review and approve all necessary partnership contracts, budgets,
and reports in all workforce development projects.
- Ensure routine monitoring visits to the field are conducted to
ensure relationship building, compliance and quality project
implementation.
- Expand our youth development practitioner apprenticeship
program across the country.
- Develop a sound understanding of projects to be able to
professionally represent the organization to implementing partners,
the government, and create new business relationships.
- Assist the senior leadership team in developing and maintaining
strong relationships with funders and partners, assisting in the
development of appropriate advocacy actions.
- Forge and maintain solid relationships with partner
organizations through regular communication, joint decision-making,
and sustainability of efforts.
- Create a supervisory environment focused on the achievement of
team and individual results that emphasizes the importance of
learning, productivity, accountability, and openness.
- Performs other duties as assigned.Applied Knowledge & Skills:
- Effective knowledge of design, implementation, and management
of Department of Labor and/or Department of Justice programs
- Knowledge of various funding mechanisms, general contracting,
and reporting requirements
- Knowledge of serving in an intermediary function and building
the capacity of organizations.
- Knowledge of business development processes, specifically
proposal development for government, foundations, and the private
sector.
- Proven ability to manage effective teams.
- Strong written and verbal communication skills.
- Sensitivity and strength working with underinvested communities
and embracing cultural differences.Education:
- Bachelor's Degree or its International Equivalent in Business,
Economic Development, Education, the Environment, Public
Administration, Youth or Related Fields.
- Project Management (PM) Certification preferred.Experience:
- Requires 10+ years of relevant experience (including 5+ years
managing teams) designing and implementing workforce development
programs.
- Demonstrated experience in sector specific or multi-sector
project management and implementation.
- Experience working in a non-governmental organization
(NGO).
- Experience working with justice impacted, opportunity youth or
other underrepresented groups is required.Typical Physical Demands:

- Approximately 15%The expected US Basedhiringsalary range for
this role is listed below. Candidate FHI 360 pay ranges represent
national averages that vary by geographic location. When
determining an offer amount, FHI 360 factors in multiple
considerations, including but not limited to: relevant years of
experience and education possessed by the applicant, internal
equity, business sector, and budget.Base salary is only one
component of our offer. FHI 360 contributes 12% of monthly base pay
to a money purchase pension plan account. Additionally, all US
based staff working full-time, which is calculated at 40
hours/week, receive 18 days of paid vacation per year, 12 sick days
per year, and 11 holidays per year. Paid time off is reduced pro
rata for employees working less than a full-time schedule.US Based
